Job Summary

The Finance and Operations Manager is responsible for overseeing the country office’s financial, administrative, procurement, logistics, and operational functions. The role focuses on ensuring effective financial management, regulatory compliance, strong internal controls, and smooth implementation of donor-funded projects while coordinating with internal and external stakeholders.

Qualification

  • Bachelor’s Degree in Finance, Accounting, Business Administration, Management, or related fields
  • Professional certifications in accounting or finance are advantageous

Experience

  • Minimum of 5–7 years of progressive experience in finance, administration, and operations management
  • Experience working with international NGOs, donor-funded projects, or development organizations is preferred
  • Experience in financial management, budgeting, audits, and regulatory compliance
  • Experience coordinating administrative, procurement, logistics, and operational activities

Core Duties and Responsibilities

  • Manage financial and accounting activities including accounts payable, payroll, invoice processing, reconciliations, and tax compliance
  • Maintain accurate financial records and prepare periodic financial reports
  • Monitor cash flow, manage cash requests, and ensure proper project coding and documentation
  • Implement and enforce organizational policies, donor regulations, and local statutory requirements
  • Coordinate internal and external audits and follow up on audit recommendations
  • Strengthen internal control systems to safeguard organizational assets and ensure compliance
  • Review vendor payments, contracts, and financial commitments in line with approval procedures
  • Manage procurement, logistics, travel arrangements, meetings, workshops, and other administrative activities
  • Support human resource functions including recruitment, onboarding, contracts, personnel records, and compliance with labor laws
  • Oversee asset management, inventory control, records management, IT coordination, and office operations
  • Collaborate with headquarters, project teams, donors, and other stakeholders to support successful project implementation
  • Promote an efficient, compliant, and service-oriented working environment
  • Perform additional operational and administrative duties as required

Skills & Competencies

  • Strong financial management and accounting skills
  • Knowledge of donor-funded project management and compliance requirements
  • Understanding of local financial, administrative, and regulatory requirements
  • Proficiency in Microsoft Office applications, especially Excel, Word, and PowerPoint
  • Familiarity with QuickBooks or similar accounting systems is advantageous
  • Strong analytical, critical-thinking, and problem-solving abilities
  • Excellent organizational and time-management skills
  • Strong verbal and written communication skills in English
  • Ability to work independently and manage multiple priorities
  • Strong interpersonal and stakeholder management skills
  • High level of integrity, professionalism, and attention to detail
  • Ability to work effectively in multicultural and team-oriented environments
