Job Summary

The Information Manager is responsible for overseeing the organization's information management systems, ensuring high-quality data management, visualization, reporting, and platform administration across global operations. The role supports country offices by developing standards, automating workflows, delivering training, maintaining data quality, and managing information platforms to enable effective humanitarian decision-making. The Information Manager also leads global information management initiatives, coordinates with country teams, and supports the continuous improvement of data systems and processes.

Key Responsibilities

  • Manage the Conflict & Humanitarian Data Centre (CHDC) by establishing and maintaining data management methodologies, standards, and reference data.
  • Provide technical guidance and best practices to Country Offices on data quality, information management, and reporting standards.
  • Develop automation tools and validation processes to identify errors and improve data quality across all operational locations.
  • Design and deliver user training, onboarding sessions, webinars, and technical support on information management systems and tools.
  • Administer the INSO Portal, mobile applications, and related digital platforms, ensuring consistent implementation across Country Offices.
  • Develop and maintain user guidelines, documentation, and standard operating procedures for platform administration and data management.
  • Support partner registration, user account management, and platform-related technical assistance.
  • Promote a partner-focused approach by improving user experience, communications, and documentation across all information platforms.
  • Develop, maintain, and implement organization-wide data visualization standards, templates, and reporting guidelines.
  • Support Country Offices in adopting visualization standards and ensure consistency in dashboards, maps, and reporting outputs.
  • Automate ETL (Extract, Transform, Load) processes, dashboard development, reporting workflows, and GIS mapping solutions.
  • Develop, maintain, and update ArcGIS templates, geodatabases, and mapping resources used across the organization.
  • Coordinate communication between Headquarters and Country Offices on information management initiatives and system improvements.
  • Provide leadership and operational support during the absence of the Senior Information Manager.
  • Manage Helpdesk requests related to information management systems and maintain the Information Management SharePoint site.
  • Support recruitment, onboarding, knowledge sharing, and capacity-building initiatives within the Data, Technology, and Learning (DTL) department.
  • Monitor data quality, system performance, and compliance with organizational information management standards.
  • Prepare technical reports, documentation, dashboards, and analytical outputs to support operational decision-making.
  • Collaborate with internal departments, country offices, and external partners to improve information management processes and technologies.
  • Perform other related duties assigned by the Senior Information Manager or departmental leadership.

Educational Qualifications

  • Bachelor's Degree in Information Systems, Computer Science, Data Management, Geographic Information Systems (GIS), Information Technology, Statistics, or a related field.
  • Master's Degree or equivalent qualification in Information Systems, Computer Science, Data Management, GIS, or a related discipline is an added advantage.

Experience Requirements

  • Minimum of 5 years of professional experience in data management, information management, or data visualization.
  • Minimum of 2 years of experience managing or supervising a team.
  • Experience with business intelligence and data visualization platforms such as Power BI (including DAX) or Tableau.
  • Experience managing relational databases using SQL.
  • Working knowledge of scripting languages such as Python or R.
  • Experience using GIS software such as ArcGIS or QGIS.
  • Experience working with humanitarian organizations or NGOs operating in complex environments is preferred.
  • Experience delivering technical training or capacity-building programs related to information management is an added advantage.
  • Knowledge of or previous professional experience in Myanmar is an added advantage.

Required Skills

  • Strong knowledge of information management, data governance, and data quality management.
  • Proficiency in Power BI, DAX, Tableau, or other business intelligence tools.
  • Strong SQL database management and query development skills.
  • Working knowledge of Python, R, or other scripting languages for data automation and analysis.
  • Knowledge of GIS concepts and mapping applications using ArcGIS or QGIS.
  • Experience with ETL processes, workflow automation, and dashboard development.
