Organizational Background
The United Nations Environment Programme (UNEP) is the leading global environmental authority responsible for setting the global environmental agenda. It promotes the coherent implementation of the environmental dimension of sustainable development across the United Nations system and serves as an authoritative advocate for the global environment.
UNEP’s mandate includes coordinating the development of environmental policy consensus by monitoring the global environment and bringing emerging environmental issues to the attention of governments and the international community for action.
The Ecosystems Division works with international and national partners to:
- Provide technical assistance for environmental policy implementation
- Support capacity development
- Strengthen environmental management capacity in developing countries and countries with economies in transition
Within UNEP, the GEF Biodiversity and Land Degradation Unit (under the Biodiversity and Land Branch) acts as the implementing agency for projects funded by the Global Environment Facility (GEF) in the biodiversity and land degradation focal areas.
The unit manages a portfolio of over 200 projects across:
- Africa
- Latin America and the Caribbean
- Europe and West Asia
- Asia and the Pacific
Project Overview
The project “Managing Peatlands in Mongolia and Enhancing the Resilience of Pastoral Ecosystems and Livelihoods of Nomadic Herders” is implemented in Mongolia.
Implementing Partners
The project is co-executed by:
- Climate Change Research and Cooperation Center (CCRCC) of the Ministry of Environment and Climate Change
- International Centre for Reindeer Husbandry (ICR)
UNEP acts as the GEF implementing agency.

Project Objective
The project aims to:
- Enhance ecosystem services of peatlands in Mongolia
- Reduce greenhouse gas emissions from degraded peatlands
- Strengthen the resilience and livelihoods of Indigenous reindeer herders
- Reduce land degradation and improve ecosystem service provision
Project interventions are implemented in four peatland areas:
- Darhadyn
- Hurg-Huiten
- Ugii Lake
- Tsaganuur
It also supports reindeer herding areas in the Arctic and sub-Arctic taiga and tundra regions.
Project Components
Policy Framework and Institutional Capacity
Focuses on strengthening climate-friendly peatland management policies.
Key activities include:
- Developing a peatland-based GHG emission reduction plan
- Conducting gap analysis of peatland-related legislation
- Developing a national peatland inventory
- Creating a reporting framework for GHG reduction and Land Degradation Neutrality (LDN)
- Enhancing national capacity for peatland monitoring
- Supporting studies on water balance and permafrost systems
- Developing pilot adaptation plans for two catchments
Climate-Smart Peatland Management Solutions
Integrates ecosystem-based solutions into economic sectors.
Key activities include:
- Developing a national framework for peatland ecosystem accounting
- Updating sectoral management plans
- Piloting sustainable peatland management practices in the four target areas
- Building stakeholder capacity
- Producing and disseminating knowledge products and outreach materials
Global Knowledge and Capacity for Herders
Focuses on strengthening knowledge and capacity among reindeer herding communities.
Key activities include:
- Documenting traditional ecological knowledge
- Comparing tundra and taiga reindeer husbandry practices
- Strengthening pastoralist participation in rangeland management
- Improving community resilience and ecosystem conservation
- Enhancing the institutional capacity of pastoralist organizations
- Promoting dialogue between herders and policymakers

Sharing project results with international stakeholders
Qualifications and Special Skills
- An advanced university degree in a relevant field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
- A minimum of 7 years of technical or evaluation experience is required, preferably including experience in evaluating large, regional, or global programmes.
- Demonstrated experience applying Theory of Change approaches in programme or project evaluations is required.
- A strong understanding of land and peatland management, as well as climate change mitigation and adaptation measures, is desirable.

Proven hands-on experience managing national and international natural resource projects is required, particularly in areas such as:
- Biodiversity conservation
- Natural resource management
- Protected area management
- Environmental information management
- Capacity building
- Experience working in international organizations or environments is required, particularly with institutions such as the United Nations Environment Programme (UNEP) and the Global Environment Facility (GEF).
- Experience working in the project target area in Mongolia is considered an asset.
Languages
The working languages of the United Nations Secretariat are English and French.
- Fluency in English is required.
- Working knowledge of another UN language, such as Spanish, is desirable.
